UPSC CMS 2026: Eligibility Criteria

1. Nationality

Candidates must be:

A citizen of India, or
A citizen of Nepal or Bhutan, or
A person of Indian origin who has migrated from certain countries with eligibility conditions.

UPSC CMS 2026: Selection Process

The UPSC Combined Medical Services (CMS) 2026 recruitment process is conducted in two stages. Candidates must qualify in both stages to be considered for final selection.

1. Written Examination (Computer Based Examination – CBE)

The exam is conducted in computer-based mode.
It consists of two papers.
Each paper carries 250 marks.
Both papers contain multiple-choice questions (MCQs).

2. Personality Test (Interview)

Candidates who qualify in the written examination are called for the Personality Test / Interview.
This stage carries 100 marks.
It evaluates the candidate’s mental alertness, personality, leadership ability, communication skills, and professional knowledge.

Total Marks: 600

Negative Marking

Each question has four options.
One-third (1/3) of the marks assigned to a question will be deducted for every wrong answer.
If a candidate marks more than one answer, it will be treated as an incorrect response.
No negative marking is applied for questions left unanswered.

இதுதொடர்பாக, தமிழக அரசின் மனிதவள மேலாண்மைத்துறைச் செயலர் சி.சமயமூர்த்தி, அரசு பணியாளர் தேர்வாணையம், ஆசிரியர் தேர்வு வாரியம், மருத்துவ பணியாளர் தேர்வு வாரியம், சீருடை பணியாளர் தேர்வு வாரியம் ஆகிய தேர்வு முகமைகளின் தலைவர்களுக்கு அனுப்பியுள்ள கடிதத்தில் குறிப்பிட்டுள்ளதாவது: டிஎன்பிஎஸ்சி, டிஆர்பி உள்ளிட்ட அரசு பணிகளுக்கான தேர்வு முகமைகள் மூலம் பணியாளர்களை தேர்வு செய்யும் நடைமுறைகளை எளிமைப்படுத்தும் வகையில், தமிழக அரசு ‘தேர்வுக்களம்’ என்ற ஒருங்கிணைந்த கைப்பேசி செயலியை அறிமுகப்படுத்தி உள்ளது.

IIM-ROHTAK-IPM Aptitude Test (IPM AT 2026)- Last Date : 6/4/2026

Admission

Eligibility Criteria:

Candidates must satisfy the following criteria to apply for this programme.

Minimum 60% (55 % for SC, ST & DAP) in standard X/ SSC and standard XII/ HSC or equivalent examinations.
Maximum 20 years (25 years for SC & ST category) of age as of June 30, 2026

Note 1: Candidates who are likely to complete standard XII/ HSC or equivalent by the end of June 2026 can also apply, subject to meeting the minimum eligibility criteria after the declaration of results (only in case of XIIth standard) as mentioned above. If selected, such candidates will be offered provisional admission to the programme. At the time of registration for the programme, such candidates must produce X and XII standard mark sheets (securing minimum marks, i.e. 60% for General, EWS, and NC-OBC or 55% for SC, ST, and DAP) along with school leaving certificate/migration certificate, failing which the candidate’s admission offer stands cancelled.

Note 2: The percentage of marks obtained by the candidate in X and XII Standards would be calculated based on the aggregate marks of any best five subjects that appear in the mark sheet/grade sheet, irrespective of the Board’s regulation. In case the candidates are awarded letter grades or grade points instead of marks, the conversion of grades to the percentage of marks of any best five subjects would be based on the procedure certified by the Board/ Competent Authority, explaining the method of conversion from where they have obtained the certificate.

Selection Procedure:

Stage I: Online Registration for IPM Batch 08 (Session 2026-31), IIM Rohtak.

Interested applicants who fulfil the above-mentioned eligibility criteria are required to fill out the registration form that aims at evaluating the applicant’s proficiency in academics as well as in extra-curricular activities.
The eligible applicants will pay a non-refundable registration fee of ₹ 4,937 (Four thousand nine hundred thirty-seven only).

Stage II: IPM Aptitude Test (IPM AT 2026)

All the interested applicants will undergo IIM Rohtak’s IPM Aptitude Test that will examine the aptitude, logical reasoning, and proficiency in English of the applicant.
IPM AT 2026 to be conducted on May 10, 2026 (Tentative) from 9:00 AM onwards.

Stage III: Shortlisting and Personal Interview (PI)

The shortlisted applicants will be called for a Personal Interview on the basis of minimum eligibility criteria and IPM AT Score 2026.
The announcement of Call for Personal Interviews (PI) will be made by the end of May 2026 (Tentative).
The candidates during their personal interviews will be judged on the basis of their academics, general awareness, and communication skills.
The interviews are proposed to be held in the first or second week of June 2026 (Tentative).

Stage IV: Announcement of Selection List

The Final Merit List will be generated based on the composite score of IPM AT 2026, past academics and personal interview. The final merit list for the admissions is prepared as per the weightage given below:

2. The institute will tentatively announce the merit list by the second week of July 2026. The offer of admission to the candidate will be made strictly on the basis of merit/ rank list and availability of seats in each category (General, EWS, NC-OBC, SC, ST & DAP) as per the reservation rules of the Government of India.

Stage V: Provisional Admission to IPM Batch 08 (Session 2026-31)

All selected candidates will receive a provisional offer letter for admission from ipmadmission@iimrohtak.ac.in on their registered Email ID shortly after the merit list declaration. A candidate receiving an admission offer from IIM Rohtak (IIM-R) and accepting the offer within the stipulated date needs to deposit ₹ 1,00,000/- as the OAA, i.e. Offer Acceptance Amount (or as mentioned in the Offer Letter), through the institute’s admission portal only. An automated receipt and a text message with details of the transaction will be shared by the associated bank on the registered Email ID/ mobile number of the candidate.
On acceptance of the admission offer and payment of OAA, the candidate will receive his/her confirmation letter for provisional admission to IPM Batch 08 (Session 2026-31) on his/her registered Email ID. The paid OAA will be adjusted with the First Year Programme Fee. Such candidates will be required to pay the 1st instalment of the First Year Programme Fee (as mentioned in the confirmation letter) through the institute’s admission portal only. If a candidate fails to pay the 1st instalment of First Year Programme Fees by the stipulated date mentioned in the admission confirmation letter, the seat will be cancelled.

Stage VI: Reporting for joining the IPM Batch 08 (Session 2026-31)

Final selected candidates who have deposited OAA and got a confirmation letter for provisional admission will be required to report physically (on the stipulated date and time) on the Institute campus for registration, followed by physical verification of educational documents and other testimonials as per the checklist (in case of online registration, the documents will be verified virtually).
The academic session will tentatively begin in the third week of August 2026.
The hostel room allocation to the candidate will be done on a sharing basis. Hostel rooms for the DAP category candidates will be arranged on the ground floor (preferably).

Note:

The admission criteria for IPM Batch 08 (Session 2026-31) may be changed before the declaration of the results.

Refund Policy for IPM Batch 08 (Session 2026-31)

The last date for any withdrawal of provisional admission will be ‘before the date of Registration’ (online). The entire fees received from the student, after deduction of the processing fee of ₹ 1000/- (one thousand only), will be refunded to the candidate by the mode of bank transfer to the candidate’s own savings bank account provided by the candidate. The refund requests will be accepted only through the institute’s admission portal, i.e. https://admission.iimrohtak.ac.in/SignIn/ipm-2026-31

Refunds will be made automatically within 150-180 days from the date of registration of the program. Please provide your own (i.e. candidate’s) correct banking details (Beneficiary Name, Saving Bank Account Number, Bank Name, IFSC code) through the institute’s admission portal, i.e. https://admission.iimrohtak.ac.in/SignIn/ipm-2026-31.

The institute takes no responsibility in case the banking details provided by you are erroneous. Refund request(s) received from any other mode apart from the above-mentioned institute’s admission result portal will not be considered under any circumstances. Refund requests will not be entertained after the registration to the programme.

Total no. of seats:

Total no. of seats for IPM Batch 08 (Session 2026-31) will be 198 (including 10% of the total seats will be offered to EWS (Economically Weaker Section) candidates). The offer of admission to the candidate will be made strictly based on merit/rank list and availability of seats in each category (Gen, SC, ST, NC-OBC, EWS & DAP) as per the reservation rules of the Government of India.
